The footer appears incorrectly in Opera 9. It ususally goes the entire way across, however 
in Opera 9 it is aligned to the left and is only big enough for the text inside it 
(Powered by Bugzilla).

This no longer appears to be happening, probably due to the recent bugzilla upgrade.
