From every new page with less than 500 characters which don't have a
edit-summary the page text is displayed in the summary.

I think it's better to display the first part from every new page without
summary in the edit-summary. Not only from pages with less than 500 characters.
Because the length of the page isn't an indication if it is an valid page or
not. There are often made long pages which are absolute nonsense or full of spam.
