The CheckUser log should display the entries according to the date, time, and
language preferences of the user viewing them, not the user who performed the check.

The CheckUser log isn't stored in the same manner as the other logs, making
performing display-time transformations on dates, etc. more difficult. The
format should be the site content format (as in {{CURRENTTIME}} et al, as it
would be if used in a magic word).

The log now uses the same format for all users.
