Normally, when a I create a redirect and leave the edit summary blank, a default
comment of "Redirecting to [[Foo]]" is automatically produced.

However, if the redirect was created by unusual means, such as substituting a
template or variable, the automatic summary does not work.

For example, if I create a redirect from [[Bettles]] to [[Bettles, Alaska]]
using a shortcut:

#redirect [[{{subst:PAGENAME}}, Alaska]]

The edit summary is left blank instead of having an automatic comment.

Needs to be fixed to run checks after pre-save transform, presumably.
