we need a tool for improve the quality of the mediawiki interface translation, Because 
there is a hard work translate the file include all messages. even it's easy to change 
the interface of the local site like wikipedia. But it's hard to export to message file 
and not suit for other site. so I suggest we need a tool make the translating work 
easier. fortunately, I found the translating system for ubuntu is very good and easy to 
use. here it is https://launchpad.net/distros/ubuntu/+translations

Bug tracker isn't the most appropriate place to start discussing generic
changes, since I suspect this would expand to "omg the i18n sux0rs, let's change
it" quite quick. Best to engage in a larger discussion on the mediawiki-i18n
mailing list, I think.
