The Cologne Blue skin has two search forms. The elements within are given the same HTML IDs which is not valid HTML since the HTML specification 
requires ID names to be unique.

(I suggest the use of http://validator.w3.org/ after HTML related changes. It's free.)

Fixed in r17182.  Search forms created after the first have numbers appended to
their id's, and it validates.
