Hello
It's about 2 monthes that I have a big bug with creating new pages in
http://fa.wikipedia.com . I change my OS , Browser and ... but this bug exists.
see this page for example.

I want to create this page but it starts to download index.php !!!

I can't reproduce the bug. I get the error "Page creation limited" (in Persian)
in this URL.

in persian wikipedia you must first create a username to create a new page. this
is a rule that managers apply to 
persian wikipedia.

Go in your user preferences and uncheck "use external editor".
