If the "Prompt me when entering a blank edit summary" preference is enabled, a
user is prompted to provide an edit summary when editing a page if he tries to
save without one.

There should also be a preference for log entries, like when an administrator
deletes an image. I sometimes inadvertently delete files/pages without providing
a log entry.

It should rather be the same user preference.
