Hello,

The French-language ArbCom mailing list used to be run & moderated by Solensean,
who has quit Wikimedia projects. Thus, all external emails are in the moderation
queue; this is quite critical since, for blocked users, this mailing list is the
only mean to reach arbitrators.

Moreover, the elections for new arbitrators has just happened, and we need to
add them to the mailing list. We cannot do that without administrative rights. 

I suggest giving administrative rights to ~Pyb <pyb.wikipedia@gmail.com> and
Alvaro <alvaro.59@gmail.com>.

Arbitrators are aware of this bug request and have been asked to show their
approval.
