Only the first | argument is used, no matter how many one gives
*[{{fullurl:特殊:Prefixindex|from=業者|namespace=14}} 業者 Operator]
*[{{fullurl:特殊:Prefixindex|namespace=14|from=業者|from=業者}} 業者 Operator]
And http://meta.wikimedia.org/wiki/Help:Variable just only happens to
have one argument examples!

Try using {{fullurl:特殊:Prefixindex|from=業者&namespace=14}}.

This is intended behavior.  Dan Li's suggestion will always work.  However, it's
something to consider as an enhancement, for those not knowledgeable in
constructing URLs.

Yeah, I guess that wouldn't be such a bad enhancement (even experienced users
can sometimes forget the syntax:
http://mail.wikipedia.org/pipermail/wikitech-l/2006-September/038927.html), if
there are no other arguments that could possibly be added to fullurl.
