The test collapse.feature no longer reflects the actual intent or behavior of Flow. Also, it is written in a way that makes it difficult to change or refactor. Rather than try to polish the existing code, I suggest we re-write the collapse test from scratch to be simple, meaningful, and to use the browser test framework properly.

As of now (before the below patch is merged) collapsing should basically work as it did before. Both the collapse functionality and the test are being removed. See https://gerrit.wikimedia.org/r/#/c/166727 . However, we can not merge this until the TOC is ready to be added in its place. In the meantime, we want to ensure the tests are passing.
