To reproduce, edit an old version of a Hebrew Wikipedia article, e.g.:
https://he.wikipedia.org/w/index.php?title=ASCII&oldid=15904477&veaction=edit

The popup with the edit notice about editing an old version appears immediately. It's misaligned and shown mostly out of screen.

Both 'Page options' and 'Help' boxes are cut off.

This was fixed in wmf5 by Roan.

Attached is a screenshot from betalabs -Page settings menu box  still overflows. The browser window was  Maximized.
