Then we can put more handy navigation information on top of the page, such as links to bug report, feature request, mailing list, metawiki, and so on. For people using mediawiki for other purpose, this real top bar is very helpful also. I think. It is desirable that this topbar is treated as usually page in mediawiki with extra access control. Admins could edit it like any other pages with version control. I always think there are many things to do to make mediawiki more user-friendly. A real top bar is one of all possible improvements.
On wikipedia, the "usefull" links are on their own home page: http://en.wikipedia.org/wiki/Wikipedia:Community_Portal This is accessible directly from the navigation bar for easy access :o)
Edit the sidebar using MediaWiki:Sidebar, which does the same thing.
