Per discussion at the posted URL, some folks would like to be able to flag scandalous or offensive usernames (i.e. "User:[Insert admin name] is a bloated anus") so that they do not show up on lists of users (the request is with respect to the list of all users, but the new user creation log could also benefit). It is apparent that some vandals get their kicks out of making offensive names show up on such lists. Hiding this information would deny them the motivation to engage in such activities, and would make the pertinent lists easier and cleaner to search for info that may actually be useful to someone.
Perhaps the goal could more usefully be achieved via a checkbox on each special page to hide all accounts that have zero undeleted edits. Then most of the useless names would be hidden to begin with by default, and if you really wanted someone's username to be hidden, you could delete all their edits, if they have any (Curpsbot immediately blocks most of them on enwiki at the moment, I do believe). But, on the other hand, someone who *did* want to see all the names could if they felt like it.
