To reproduce:
* Visit https://www.mediawiki.org/wiki/Special:Export
* Select namespace "Template" and export the "RFC" page.

You will get export the #REDIRECT text, and nothing else.

Proposal: Rename "Include templates" to "Include templates and redirects", and add that behavior.
