Wikimedia Bugzilla is closed!

Wikimedia has migrated from Bugzilla to Phabricator. Bug reports should be created and updated in Wikimedia Phabricator instead. Please create an account in Phabricator and add your Bugzilla email address to it.
Wikimedia Bugzilla is read-only. If you try to edit or create any bug report in Bugzilla you will be shown an intentional error message.
In order to access the Phabricator task corresponding to a Bugzilla report, just remove "static-" from its URL.
You could still run searches in Bugzilla or access your list of votes but bug reports will obviously not be up-to-date in Bugzilla.

If you vote through Boardvote extention, you can vote either blocked or not. However on 
the Wikimedia Election convention disallow indefinitely blocked/banned users to vote. 
The lately proposed "written out of oral tradition" suggests also temporally 
blocked/banned users will be disable to vote too.

The requested feature will enforce this convention: if someone is blocked/banned from 
editing at the very moment of his or her voting at a certain wiki, he or she cannot 
vote. If this feature is on Both temporally blocked one and indefinitely blocked one 
cannot vote. The default value will be "yes". 

Ideally this will be implemented until the Wikimedia Board Election begins on September 
1, 2006, however it will be helpful even implemented after that, unless the Election 
convention is changed.
