Saved pages list when empty
-Hide Delete
-Hide Refresh

Recent pages list when empty
-Hide Delete

Nearby pages when empty
-*Show* Refresh because a user may switch locations and try to poll for content

Design Philosophy:
Icons must be hidden when they cannot be used
When actionable, all icons must carry the same opacity layer on #333333 for Android as the TOC.
