As discussed at bug 5685 [[Special:CheckUser]] is a regular restricted special
page. But access by an user without CheckUser rights results in a "No such
special page" instead of a "Permission error". This is 	illogical and inconsistent.

See r15994 and r15997 for the output of suggest groups with the needed permissions.

I completely agree. The reason mentioned in Bug 5685 for "hiding" this extension
is that users don't like it. Well, maybe they also don't like the deletion
function, the block function, etc. This extension is well-documented, and many
wikis may discuss about adding users with check user access. I don't think that
we should hide this extension at all. If a user wants to know about this
feature, he knows. It's not hidden – and it's also shown in Special:Listusers.
*People should know about the structure of wiki.* They should know that their IP
address can be obtained if they do wrong things. *They probably already know
that* from the documentation and the discussions about the extension. The hiding
of the extension is completely unsensible.
