I suggest adding a velocity limit on pagemoves for non-admin users.  MediaWiki
would allow a maximum of N pagemoves per day where N=10 or so by default.  N
could be a parameter in the user profile so an admin could increase N for
specific users who had some legitimate need to do a lot of pagemoves.  Since the
disappearance of Curpsbot we've had some big pagemove disruptions, including a
huge incident of someone renaming 800 or so biographical articles over a several
day period for POV reasons, and more recently a resurgence in pagemove
vandalism.  Curpsbot was always eyed with suspicion in some circles for good
reason--this particular function, at least, makes more sense on the server side.
