Korea and Australian portals have an infobox which list the stubs to be created.
It means that several thousands of talk pages end up referecing a few stubs and
thus the Special:Wantedpages count of references of those is highly skewed.

Special:Wantedpages should only count links on article pages on the main namespace. 
It should not look at other namespaces or talk pages. Could this fix the problem?
