I have my user preferences set to render dates/times as "19:23 23 January 2006,"
for example, but when I create a page using the [[Month day]], [[year]] format,
the page renders exactly the way I entered it instead of rewriting the date in
the output according to what I have set in my user preferences (i.e, the above
appears as "Monday day, year" and [[2006-01-01]] would appear as "2006-01-01"
instead of "1 January 2006" as I have set in my preferences.

NOTE: URL specified above is not available 24/7.

I should add, this is using IIS on Windows XP Pro.

This is an optional feature, off by default.
Make sure you've set $wgUseDynamicDates = true; in your 
LocalSettings.php.
