Mediawiki should come with skins installed for helping out users with
disabilities. I am no expert, nor do I have any experience with how to make
websites usable for the disabled, but I would think there should be skins
provided to help: 
Users with Colorblindness
Users with Low/degraded vision
Screenreaders

Can you name any specific features you think should be added to these? 
Screenreaders should be able to handle the skins as well as could be expected
as-is, as far as I know.  Color is never used as a cue for anything.  And users
with low vision should increase font size in their browser settings.
