'''Keyboard use should be supported.''' Accessing the "..." button using keyboard (tabs for moving the focus there and enter to open it) should be possible. In addition, other accessibility info may be needed to communicate that the button provide access to more languages.

https://gerrit.wikimedia.org/r/#/c/154041/ changed the trigger to a button.
