'fullurl:' can't handle the more URL-friendly percent encoded special characters
(yet).
(btw: I noticed 'fullurl:' won't crash without the second E, like
{{FULLPAGENAME}} .)

Merkin this bug as INVALID: Both {{localurl:...}} and {{fullurl:...}} expect a
pagename as first parameter.

Please don't change resolutions without stating a reason.

As I stated on IRC, I did not intend to change this bug; I changed the resolution of bug 5720 (with an explanatory comment), and it showed the 'done' confirmation box with bug 5720 details, but an unexpected resolution. I changed it again, and it confirmed the changes to *this* bug instead. I'm still not sure what happened.
