There are two test namespaces available at testwiki, "Test namespace 1" and "Test namespace 2". In particular, "Test namespace 1" has namespace ID 100, which is identical to the "Kommentarer" namespace on nowikibooks. 

Would these namespaces suffice, or is there a particular reason why you require a namespace called precisely "Comments"?

Whatever name you wish. I would like it to be Flow-enabled if that's possible.

If an existing namespace already provides this functionality, I am OK with it.

Gryllida, what are you planning to do? If you just want a namespace for random testing, there are two on testwiki and several others on test2wiki.

As far as I know, it is not currently available to enable Flow over an entire namespace. You can see the list of pages on which Flow is currently enabled at [1] (search for wmgFlowOccupyPages). If you want Flow enabled on more pages, say so here (or put a patch in Gerrit) and it can potentially be done.
