When User interfaces language is Chinese (zh,zh-tw,zh-cn,zh-hk,zh-sg), user
option "tog-highlightbroken" cannot be set in page Special:Preferences. 

I also found a user toggle in zh-cn language named "nolangconversion" taking
place of "tog-highlightbroken", thinking that it causes this problem. It seems
that "nolangconversion" is deprecated.
