Steps to reproduce:

1) Swipe left to open ToC
2) Swipe right to open settings

On a tablet with a wide screen, both open at the same time. On a phone, the settings bar opens on top of the ToC.

Fix: When the ToC is up, swiping right should close the ToC, then swiping right again should open the settings bar.

Note that this issue is only present on my tablet but not on my phone, probably because both of them can fit on my tablet's screen at the same time.

This seems to have been fixed at some point, because I can no longer replicate this if I pull from master. The change is probably just waiting to get into a production build.
