This might be because of the dependency change, or some setting for pywikibot. Either way, it would be better if the mail *does* get sent, even if just for the wikibugs bot.

Not sure what's wrong here. "wikibugs-l@lists.wikimedia.org, aklapper@wikimedia.org" are set as "globalwatchers" in Bugzilla (plus statement above says that I got the message, but no wikibugs-l).

It seems to be related to the empty comment -- I created a few more bugs, and bugs with an empty initial comment consistently did not sent an e-mail to wikibugs-l@lists.wikimedia.org (and bugs with comment consistently did)

Hmm. If this is related to our custom hack in https://git.wikimedia.org/blob/wikimedia%2Fbugzilla%2Fmodifications.git/09bf0b2e6beb7538a93f12282550c2d4e0e3f865/Bugzilla%2FBugMail.pm#L217 I wonder why I still received mail.

Didn't find an upstream ticket searching for "empty globalwatcher" either.
