We are unable to access ur.wikipedia.org

I live in Pakistan, whereas i have also recieved reports that people in france also 
cannot access ur.wikipedia.org

I tried ...

1. changing system
2. chaning ISP
3. accessing through anon proxy (i.e www.the-cloak.com)
4. Tried on both IE 6 FF.

but I get totally blank page with no message in it.
