Steps to reproduce:
* go to https://test.wikipedia.org/wiki/Page466?veaction=edit
* select the whole article content (Ctrl + A)
* from the format menu, select one of the options (except "Paragraph")
* go to "Save page" > "Review your changes"

No matter if you selected "Heading", "Preformatted" or something else, all existing categories would get that format. So one can accidentally put a category in a header.

However, if you add one or more categories in VE using the dedicated menu, then (without saving) repeat those steps, you will see that the newly added categories are left out of the formatting change.
