As a translator on a Translate-enabled wiki, I expect to see all my assistant languages (defined in Special:Preferences#mw-prefsection-editing) in the interlanguage links list, because they are the languages I'm most familiar with and which I work with the most.
Why would somebody have both Translate and interwiki links in large quantities?

That seems to be the only exception, and even there they are links to another project.
What do you mean the only exception? All multilingual Wikimedia projects work that way. It's a huge exception anyway, about 15 millions interwiki links.
