Note that this is not related to having zero hits. This search term has a lot of hits:

but still no red link to create an article.

Marking a duplicate of Bug 62055.  It is resolved and should be begin pushing out this Thursday and hit the wikipedias next Thursday.  Sorry for naming the other bug something that didn't mention the dash.
