You cannot create new EasyTimeline on Japanese wikipedia like http://ja.wikipedia.org/wiki/Template:%E3%82%AB%E3%82%B9%E3%83%86%E3%82%A3%E3%83%BC%E3%83%AA%E3%83%A3%EF%BC%9D%E3%83%AC%E3%82%AA%E3%83%B3%E7%8E%8B%E5%9B%BD or edit an old one.
Works fine for me at present.
