You have to disable the open_basedir option in PHP or uploads won't work. (Notice it's listed as the reason in the error messages you quoted.)

You have tried looking up the error messages in Google and other web search engines? Normally you should do this before reporting a bug, and you certainly should do it before asking for support in a closed bug report.
I'm sorry. I use a free hosting site so I am not sure I have access to the file you speak of.
