Bugmail is not marked with any kind of encoding information, so interpretation of non-ASCII characters is up to the whim of the 
mail reader.

Is there an existing option for this, or do we need to hack it in?

Added to the mail templates these headers:

Content-type: text/plain; charset=utf-8
Content-transfer-encoding: 8bit
