It happens frequently that a new user moves his own user page to an other page,
mostily the article name space. This is not a very big problem but it happens
and gives extra work.

I see no valid reason why a user should need to move his own user page to an
other page besides when renaming the account. For the talk page the "move"
function is needed because many use that to archive there talk page.

Request;
- remove the "move" option for user pages for normal users / very new users.
