I would like to add a link to http://tools.wikimedia.de/~pgk/autoblock.php to
the Special:Ipblocklist page, as it provides features lacking from the current
version of Ipblocklist.  I am unable to do this, because, unlike nearly all
other interface pages, there is no MediaWiki namespace page that can be edited
to add a header/documentation text to the page.  Please add this. A possible
name might be MediaWiki:Ipblocklisttext .

You could simply edit [[MediaWiki:Ipblocklist-summary]]. 
See its usage on [[de:Spezial:Ipblocklist]].
