Testing the 1.4 CVS version (new installations and update installations) I found
that the Interface Language in User Preferences was set (defaulted) to Africaans.

In my humble opinion fresh MediaWiki installations should come with a
"(uninstalled yet - please choose)" default interface language, proposed: English 

OR, better:

the interface language should be set automatically to the installation (content)
language.

The problem seems to have been with migration of preexisting accounts where
there was no 'language' option set in user_preferences; it loaded the wrong
language class as a result and didn't highlight the default language in prefs.
