Some Hebrew Wikipedians ask to set the option of "prompt on a blank edit
summary" as default to all users (including unregistered users) in order to make
the patroling easier.

Is it possible to change the default?

For registered users, yes. The reason it's a preference, however, is because no
summary is better than a useless or misleading one. We can't switch it on for
anonymous users on one wiki only.

It was decided not to change it. Resolved Invalid.
