A new special page (pages without interwiki links) can be useful to improve links between the 
different languages of wikipedia (and others wikimedia projects).

The page should list pages without interwiki links in the main namespace; it will be maybe 
useful also for the category namespace and the portal namespace.

When a page without interwiki links is found, the user can add them searching for similar 
pages in other languages. Then bots will work to keep updated the interwiki list.
