The ZeroRatedMobileAccess extension’s “Zero:” and “Zero talk:” namespaces should be localized into Vietnamese as “Miễn phí:” and “Thảo luận Miễn phí:”, respectively. (Translatewiki.net doesn’t provide a way to localize extension namespaces into Vietnamese.)
I’ll take this one.

Strongly disagree that we should localize Zero namespace - as it is designed for technical data, exists only on metawiki, and should have just one unique namespace to avoid any potential confusion. Wont fix it unless there is a compelling reason to do it otherwise.
My bad, I thought it needed to be localized because [[MediaWiki:Right-zero-edit]] mentioned it, but I'll add a note in translatewiki.net to keep it unlocalized.

Minh, thanks for all the other localizations :) I am not sure about that link -- http://translatewiki.net/wiki/MediaWiki:Right-zero-edit does not exist. Which page said it should be?

Minh, I don't think this is correct - that page describes the RIGHT to edit, not the namespace. If you look at https://meta.wikimedia.org/wiki/Special:ListGroupRights -- the text at the bottom about zero-edit is what would change.
Yes, I understand that the message is a right description, but it refers to a namespace. After your feedback, I edited <http://translatewiki.net/wiki/MediaWiki:Right-zero-edit/qqq> to ask translators to keep the word "Zero" in English, to reflect the untranslated namespace name, and fuzzied six other translations that translated the word "Zero".
