There should be a built-in equivalent to [[luxo:]]'s tool. It should list the last 5 edits on each wiki the account has edited, and give block status for each.

Definitely.

I'm moving this to extension requests because CentralAuth doesn't really do anything with regards to IP addresses.

As a steward, I cannot say that I would utilise such a tool overly much with the suggested parameters.  I would see that there might be more value in having an improved and flexible luxotool that is supported and developed (presumably sitting in git) though running in labs.

For example there are numbers of times that checking edits for past 24 hours per wiki would have been more useful than last edits per wiki.

Why would you prefer it to run on Labs? It's very slow.

There are many times when last n edits per wiki is better than all edits in 24 hours.
