The default time offset on French language Wikipedia has 
been suddenly turned to UTC instead of CEST. The change 
occured this morning or last night. 

Please turn it back to CEST, as most French language 
Wikipedia users live in this time zone.

This issue is currently being discussed on the French 
Village pump (In French).

there is an hardcoded /3600 in wikimedia configuration.
$wgLocalTZ switched to minutes so we have to /60.

Should be fixed now.
