The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/535, but people from the community are welcome to contribute here and in Gerrit.
Which aspect of the screenshot is pertinent? The "Restore topic" dropdown menu item? Does "(again)" mean there is another bug that should be linked?
You can't see the dotted line around the header?
For clarity: there's a dotted line that appears when you open the dropdown menu that goes around the header and then intersects the toolbar. Apparently it doesn't display in screenshots :/.
I can't see the dotted line either in the screenshot or on ee-flow... and I, too, am confused by the title of this bug - what are "Title elements," how are they "too large," and why "(again)"? (This is starting to sound like a bit from Red Dwarf: "My answer in answering the question: 'What does the red spectrum tell us about quasars?' There are various words that need to be defined: what is a spectrum, what is a red one, why is it red, and why is it so frequently linked with quasars?")
