Steps to reproduce
1. Make a new paage, mark the edit as minor.

Actual results
Edit (creation of new page) is marked as minor.

Expected results
Edit should not be minor, despite the user's request.
Even better, the minor checkbox in the edit page should be greyed-out for new pages.

Creating a redirect is both a new page and a minor edit.

I disagree. A redirect created due to a page move is a new page and a minor
edit, but if the user were to create a brand new redirect page, that isn't a
minor event.

With the deployment of 1.18, this bug seems to have been 'fixed' and minor edit checkbox no longer appears during new page creation.
