Whenever a Wiktionary references an image, such as
http://en.wiktionary.org/upload/en/e/e9/Et_Ampersand.jpg, upload.wikimedia.org
redirects to http://en.wiktionary.org/upload/en/en/e/e9/Et_Ampersand.jpg. (The
language code is doubled up.)

(And if you go to http://en.wiktionary.org/upload/en/en/e/e9/Et_Ampersand.jpg,
you are redirected to
http://en.wiktionary.org/upload/en/en/en/e/e9/Et_Ampersand.jpg, and so on.)

Mea culpa. Wiktionary has a slightly different arrangement of the upload dirs than the others, and I didn't actually check that 
it was working correctly.

Tweaked config, works now.
