As you can see from the link above, category navboxes will often create 
redlinks.  There is currently no easy way to deal with this, so I propose adding 
an extension to the parser functions.  While we can currently test for the 
existence of a parametre ({{#if:{{{parametre|}}}|then|else}}), I propose that we 
add the ability to test for the existence of an article ({{#if:[[link]]
|then|else}}).

I added the ifexist parser function some time ago.
