On test.wikipedia.org I enabled VisualEditor through Beta Features.
Visiting a page, display:none is applied to the VE edit button (li#ca-ve-edit). This css is at the header of the page.

Since no button is shown, how anyone can use VE?
Am I missing something?

The button is disabled through js at MediaWiki:Common.js...

It should be removed since people are asked to test it.

That was a test config for en.wiki that wanted it I believe, Mz should be fine with you commenting it out.
