Filled the form linked from 2013100710008034 to ask why it was rejected.

Filed RT #5943 and if they reply to my question the response should land in RT #5943.

They auto replied:

google says that means:

As I discussed with Matthew elsewhere all 3 of the samples in comment 0 are notifications for tickets which were in fact spam. (all 3 were spams about the same product in fact)

We can investigate further if more samples are found which are not just wrapping spams. Also would be good to contact a user of that ISP directly and see how much they see getting through. (you won't find the bounce if it did go through)
