Per the impending:

Enwiki will need a new protection level and user right to edit through it grantable and revokable by sysops.

I see no technical hurdles to the requested change, and the consensus (above) seems clear; I'll submit a patch for inspection that will be available for deployment at the conclusion of the RfC.

(Restoring 'shell' back to 'shellpolicy', the RFC is technically not closed yet – "This RFC is scheduled to close on 11 October 2013" – although it's pretty clear it will pass.)
